Ankle weights will allow me to run faster?

I think to buy a 10lb weight on the ankle, adjustable take-off weight jog / run with the walking track. Will they help me become faster if I wear them all the time?

Do not, under any circumstances run with weights on ankle! You risk serious damage to your ankles and your knees mostly cartilage and your hips. Ankle weights must be used to control the resistance strength exercises. High impact exercises while wearing heavy ankle is not recommended.
