Japan Baby

Is that a baby can be sponsored by her grandmother to come to Japan for easy entry of the baby `s parents?

A Filipino grandmother have a permanent resident visa in Japan. She wants to sponsor his granddaughter a baby born in the Philippines to come to Japan as a tourist and the baby if applicable (the grandmother) will also obtain permanent residency status, so that according to him the child `s parents can easily follow in Japan as a permanent resident of the baby. Is this true and what is its basis? The baby's mother is a minor when the father (his son) is the age and it `s been to Japan twice but made an offense and get banned again in Japan for 5 years.

Highly unlikely. Just ask your local immigration office.
