Cheap Baby Strollers

I need help with one music video. It is from the 90's. Shot in black and white (sepia). It has that 20's feel.

It is all about this girl running around the city following street signs. Some of them show 'love' 'hate'...etc...she is pushing a baby stroller. I believe it is raining...and she looks like a flapper girl...all looks gloomy and gray...and 'rainy'...it is male voice singing...almost modified...sounds too nasal...I believe it is from the UK and I believe that this guy recorded that song on his own in his bedroom or something. The video was a hit in Europe...It's been driving me crazy...anyone? PLZ!!!
